Tuesday, March 29th, 2011Phylicia’s North Carolina high school is offering a $25,000 reward for information leading to the teen’s whereabouts. She was an honor student at her school before she disappeared in Baltimore while visiting her sister over Christmas. Authorities are planning another large scale search to find the missing teen. Five facts about this case:

1) Phylicia Barnes, 16, disappeared on the afternoon of Dec. 28 from a Northwest Baltimore apartment.
2) The FBI has joined the case to help find her, and investigators are leaning toward foul play.
3) Authorities focused their search efforts earlier in the week on Leakin Park. Unfortunately, no clues from that search have led them to Phylicia. More than three dozen locations have been searched.
4) Phylicia is from Monroe, N.C., about 25 miles from Charlotte. Her goal was to move to Maryland when she finished with high school.
5) Her family said Phylicia does not have a history of running away, and the last message she sent her sister indicates she may have left to get something to eat.

She was an honor student at her school before she disappeared in Baltimore while visiting her sister over the holiday. A vigil is planned for tonight, 6:30 at the Reisterstown Square Apartments on Eberle Drive.

CALIFORNIA TEEN ABDUCTED? HELP FIND NORMA LOPEZ (update)

Norma Lopez vanished in broad daylight four days ago in Moreno Valley, California and now there is an all out search to find this beautiful teen. Police told me Norma left her summer school classes at the Valley View High School and was supposed to meet her sister, but she never made it to the location. Investigators believe she may have taken a short cut from Dracaea Avenue leading out to an area on Cottonwood Avenue, but somewhere in between authorities believe she may have been kidnapped. In fact, some of her personal belongings were found in a field, and there could be signs of a struggle. Investigators believe she was taken against her will and may have been thrown into a newer model green SUV. That vehicle was seen fleeing from the area at a high rate of speed.
TEEN POLICE ACADEMY
Friday, May 21st, 2010While doing research on a case, I came across an interesting program for teens in Florida. The Boynton Beach Police department hosts a Teen Police Academy during the summer months. According to their website, the goal and objective is, “To encourage young people to become productive young adults by promoting the development of important core values thereby deterring juvenile delinquency.”
This entails an exciting week chocked full of fun, interactive, educational activities to include gang and drug awareness, crime scene, traffic stops, building searches, SWAT and K-9 units, life saving techniques, firearm safety, field trips, and much more. Some of the requirements are that teens have to be between the ages of 14 – 16, must be enrolled in high school, must live in the City of Boynton Beach and Western Communities, and parents have to sign the waiver.
The program is one week in length, and costs $75.00. Your registration must be complete by June 15, 2010 and the academy will be in full swing starting August 9, 2010.

Randy Eugene Manuel MISSING
Many times runaways who are under the age of 18 are not a priority to the media or the public. I feel strongly that a 14-year-old does not have the right to make decisions on his or her own, and they do not have the decision to walk away on their own. That is the case with this teen, Randy Eugene Manuel. The National Center for Missing and Exploited Children lists him as an Endangered Runaway. Someone in his family cared enough to file a police report, and then to file that report with NCMEC. Randy went missing from Riverdale, Georgia, his ears are pierced, and he may go by the nickname RJ.
