FBI Initiative To Prevent Child Prostitution

The FBI Crimes Against Children division has specialized agents in child safety to accomplish:

1 – Innocence Lost Initiative - To prevent child prostitution, and take down the “pimp” predators.

2- CARD Team – To rapidly deploy a CARD Team anywhere in the country to provide expertise and assist law enforcement during the most critical time period following abduction.

INNOCENCE LOST INITIATIVE

innonce-lost-initativebanner31The Innocence Lost initiative specifically works to take down predators who are pimping out children for money. The goal is not only to take down the bad guy during undercover sting operations, but more importantly to safely take the children out of the environment. According to the FBI, there is a nationwide domestic child prostitution problem in which young girls are losing their innocence and held captive in a horrific lifestyle. The misconception by some is that this form of child prostitution only occurs overseas, but in reality, if there is adult prostitution in a community, there is probably child prostitution going on as well. This project began in June 2003 in conjunction with the Department of Justice Child Exploitation & Obscenity Section and the National Center for Missing and Exploited Children. Another goal is to tackle the growing problem of child prostitution and sex trafficking, specifically in the United States. Since its inception in 2003, with 37 task forces in place, there have been nearly 900 successful recoveries and more than 525 convictions.

FIGHT AGAINST CHILD SEXUAL EXPLOITATION – CYBERTIPLINE

According to the National Center for Missing and Exploited Children, people who have legitimate access to children are some of the same individuals who are producing child pornography. It is a federal crime to have child porn in your possession. The Cyber Tipline was created to report these types of crimes against children. You can call the tip center with information on people who manufacture, distribute or have child pornography in their possession. If you know of children who are being recruited for these disgusting acts, please report that to the tip line as well. It is also a federal crime to send obscene material to any child under the age of 16. Take a look at the helpful information under the Cyber Tipline to understand more about protecting the youth.

Amber Dubois vanished as she walked to school in February 2009.  Investigators did not think Amber was abducted, so the case was treated as a runaway early on.  Earlier this year, Amber’s body was found in California because another young girl, Chelsea King, had vanished in the area.  A convicted sex offender, John Albert Gardner, was linked to both of the cases and arrested.  In April 2010 Gardner confessed to killing Amber and Chelsea, and he will remain behind bars for life.

This week Amber’s mom launched a new website, TEAM AMBER RESCUE.  According to the site, its mission states:

“Team Amber Rescue was formed to train volunteers in the proper search and rescue techniques so missing children can be found as quickly as possible. It was founded by Carrie McGonigle in loving tribute to her murdered daughter, Amber Leeanne DuBois.

Reported missing, the police declined to issue an Amber Alert and maintained that she was likely a runaway although possibly she could have been abducted. Carrie knew her daughter was someone’s victim, and, praying that she was still alive, worked with family, friends and volunteers to find her with searches on foot, on horse, door to door, websites, mailers, posters, media, psychics, and, even knocking on doors of known sex offenders.

SERIAL RAPIST: Elderly women targeted

Police say a serial rapist is on the loose in Texas, and his target?  Elderly women.  I spoke with investigators yesterday, and they tell me they are looking into as many as 12 rapes, attempted rapes and burglaries in central and south-central Texas since January 2009.  The suspect strikes in the early morning hours, oftentimes cutting the victims phone lines before striking.  Police don’t believe his targets are random –  he is most likely waiting outside and surveying  the situation before breaking in.  The victims are between the ages of 65-91 and they usually live alone.

So far, the best clue in this case is a clock taken from a victim’s house after a September 5, 2009 burglary.  If you take a close look, the clock is distinctive and could have been pawned, kept as a token (which sometimes suspects do), or given away. The rapist is described as a thin, young, dark-skinned clock7200777_448x252man between 5 feet 6 inches and 6 feet tall.  According to a press release, “investigators believe the offender has a sexual preference for elderly females, and therefore may not be in a romantic relationship with a woman his own age.”

ARIEL BECK FOUND

**Prayers were answered last night when Ariel returned home after a memorial vigil was held to pray for her safe return.  Her parents say she may have met a child predator on line and could have left to meet him, investigators are looking into that claim, and to figure out where she was hiding for more than two weeks.**

Police need your help finding 14-year-old Ariel Beck who they say ran away from home on November 18, 2009 after being grounded by her parents.  Ariel’s family says this is the first time she has ever run away, and they are devastated.  Investigators have learned, before she left, Ariel told a friend she had a 23-year-old female friend living in Sacramento, but they have no evidence to prove that she is there.  No one has seen or heard from Ariel. Anyone with information is asked to call the Simi Valley Police Department Tipline at (805) 583-6984 or please contact Detective David Delmarto: (805) 583-6218 / email at ddelmart@simivalley.org.
