PA: Bridging The Gap Between Amber Alerts and Other Missing Person Cases

When a child goes missing, often times it does not meet the official Amber Alert criteria.  This is why Pennsylvania is bridging the gap between official Amber Alerts and other missing person cases.  A new system launched called MEPAS, Missing Endangered Person Advisory System, will distribute information to Law Enforcement, broadcasters and the public when anyone goes missing.

MEPAS is completely separate from the Pennsylvania Amber Alert system, and will not be used if a child is abducted and in imminent danger, but will be activated if an elderly person or child wanders away.

According to a release on the Pennsylvania State Police website, MEPA will be issued when:

  • The circumstances of the incident do not meet the criteria for an Amber Alert.
  • The individual is missing under unexplained, involuntary or suspicious circumstances.
  • The person is thought to be in danger because of age, health, mental or physical disability, environment or weather conditions, or is known to be in the company of a potentially dangerous person.
  • The requesting police agency is conducting an active investigation and has entered the missing person into the National Crime Information Center database.

REMAINS FOUND IN IDAHO: COULD THEY BELONG TO SUSAN POWELL?

A few days ago human remains were found off a beaten path in Idaho.  The location where the body was recovered is a little less than four hours away from where missing mom Susan Powell was last seen.  It’s been more than four months since Susan went missing from her home in Utah.  Although the case has faded fast from the spotlight, it is still personally close to my heart and mind.  I keep in touch with Capt. McLaughlin from the West Valley City Police Department, and he told me they are looking into the possibility that the remains could be Susan, but investigators in Idaho believe they could be the remains of a woman who went missing three years ago.  Capt. McLaughlin says, “They aren’t 100% sure, until they get positive ID through dental records.”  It could take a few weeks to make a positive ID.

BRYCE DANIEL TARTER

Investigators say Bryce Daniel Tarter was last seen with friends on January 31, 2010.  Bryce is a student at the Armstrong Atlantic State University in Savannah, Georgia.  Cops say Bryce and friends jumped into his truck and headed to a party at Georgia Southern University on the night of January 30, 2010.  The group left the party, and returned to their campus sometime after midnight.  Bryce said he was heading back to his house off-campus where he lives with his aunt and uncle.  Friends say he was last seen driving a white, 2000 Nissan Frontier, short bed with Maine license plates:  #9447QD.

Jayme Austin Missing (update)

Police, family members and volunteers are searching for a woman in Coquille, Oregon.  Investigators say Jayme Austin went missing on Monday, November 9, 2009, and hasn’t been seen since.  Jayme was reported missing by her mother around 2:30 p.m. on Nov. 9th when she didn’t show up at her home.  Police are on the ground interviewing everyone Jayme knows, and actively searching for this beautiful mother of two.

Police, family members and volunteers are searching for a Coquille woman in Oregon.  Investigators say Jayme Austin went missing on Monday, November 9, 2009, and hasn’t been seen since.  Jayme was reported missing by her mother around 2:30 p.m. on Nov. 9th when she didn’t show up at her home.  Police are on the ground interviewing everyone Jayme knows, and actively searching for this beautiful mother of two.
