Montgomery County Police’s Cold Case unit has been busy closing cases. For the second time this week they have made an arrest and closed two separate cases for rapes on women back in the 1980’s. The first was earlier this week when detectives announced the arrest of Hubert Allan Marlin, 53, for a rape he allegedly committed near Montgomery Mall in October 1984.
The second arrest was announced yesterday afternoon from a case that occurred on April 20, 1981 in the 17000 block of King James Way in Gaithersburg. This is a case where a suspect broke into the victim’s home and raped her at knifepoint.
An extensive investigation took place over the last 29 years. The case was re-opened in February 2010 when physical evidence was submitted for forensic examination. Based on the findings, a DNA profile was created. A match was made in the California Convicted Offenders database.

Great story out of the Washington Post yesterday on a husband/wife crimefighting team. It was the middle of the night on September 24 when Kari and Derek Fisher were sound asleep in their Adelphi, Maryland home. A slick thief ducked into their quiet home by slitting a hole in the screen and squeezing his way inside. The suspect crept around while the family, who never heard a peep, slept
When the Fisher’s awoke in the morning, the wife noticed that a video camera, radio, digital cameras and Derek’s wallet and cell phone were missing. Barely out the front door, and unbeknownst to the homeowners, the suspect started making phone calls through their Sprint carrier.
While scurrying to cut off credit cards and track missing electronics, the Fisher’s had a choice to cut off the cell phone. Instead of shutting it down, they decided to take action. The Sprint representative offered a free 15-day trial of Sprint Family Locator service. This is a service mainly targeted for parents to keep track of children, but many couples use it to track cheating spouses (awesome idea).

This will be an open forum for concerned community members to voice their opinions and provide input about crime victimization to state and government representatives.

SARAH FOXWELL’S ALLEGED KILLER CONVICTED OF MD CRIME

Thomas J. Leggs Jr. was convicted Thursday for fourth-degree burglary stemming from a September 11, 2009 incident where he allegedly broke into a woman’s home in Ocean City, Maryland. The victim claims she never gave the convicted sex offender permission to enter her house and she woke up in the middle of the night to find a naked Leggs standing at the end of her bed masturbating. He was given a three year maximum sentence from the judge.
On April 18, 2011 Leggs will be on trial for the kidnapping, rape and murder of 11-year-old Sarah Foxwell. Sarah’s body was found on Christmas morning and he is facing the death penalty in that case. If Leggs is, in fact guilty and responsible for Sarah’s death, there is an obvious escalation in sexual attacks between the alleged September 11, 2009 incident and the abduction of Sarah. Either before, or in the interim, police fear there may be other victims who have not yet come forward. Leggs was given a three year sentence from the judge on Thursday.

Remembering Trooper Wesley Brown
A Maryland State Police Trooper was shot and killed Friday morning as he worked part-time, and over the weekend investigators arrested a person of interest in the case. Authorities also announced a news conference planned for today at 2 p.m. EST. This is where we will learn more about the shooter, and more arrests made. Investigators say Trooper Wesley Brown was working off-duty at an Applebee’s in Forestville, Maryland when he was shot multiple times as he stepped outside to make a call.
There is a possibility Trooper Brown may have been killed by a customer who he had to escort out earlier in the night. Investigators have released video of the person of interest, and that person may be charged with his murder. At this point he has not been publicly identified. Authorities say Trooper Brown was talking on his cell phone at the time of the incident, and may not have seen the suspect approaching. Cadets were pulled from the Maryland State Police academy and are on the ground right now performing a grid search. They are set to be there throughout the day, and possibly the weekend.
