The survey says 1 in 33 kids receive aggressive online solicitations to meet in person and 34% of kids say they’ve had communication with people they don’t know. NCMEC maintains a proactive approach to protect children and teens and now they have two brand new items for children between the ages of 8 and 12. The NSTeen sitenow has animated video and educational games for children in this age range. “Cyberbully Zombies Attack” and “Mike-tosis” both targetinformation about technology, safety and cyber bullying prevention. Although these sites are for “tweens,” parents and teachers are encouraged to log on and educate themselves on the dangers lurking online for kids. The content is available in English and in Spanish. When a child goes missing, often times it does not meet the official Amber Alert criteria. This is why Pennsylvania is bridging the gap between official Amber Alerts and other missing person cases. A new system launched called MEPAS, Missing Endangered Person Advisory System, will distribute information to Law Enforcement, broadcasters and the public when anyone goes missing.
MEPAS is completely separate from the Pennsylvania Amber Alert system, and will not be used if a child is abducted and in imminent danger, but will be activated if an elderly person or child wanders away.
According to a release on the Pennsylvania State Police website, MEPA will be issued when:
The circumstances of the incident do not meet the criteria for an Amber Alert.
The individual is missing under unexplained, involuntary or suspicious circumstances.
The person is thought to be in danger because of age, health, mental or physical disability, environment or weather conditions, or is known to be in the company of a potentially dangerous person.
The requesting police agency is conducting an active investigation and has entered the missing person into the National Crime Information Center database.

A program to help find missing children and elderly citizens has been credited with finding dozens of children. A Child Is Missing, Inc. is a non-profit based out of Ft. Lauderdale, Florida that provides a FREE notification system to communities when someone goes missing. This service fills in the gap that the Amber Alert doesn’t cover. For an Amber Alert to be activated in certain areas there has to be indication that an abduction took place, and a vehicle description must be given. There are different requirements in various states to actually activate an Amber Alert. Police departments and sheriff’s offices can join this new service that can reach out to citizens within minutes of when a child or adult goes missing.
Law enforcement can call the service, and the notifications will be sent. A technician will record a message of what the missing child or adult was last seen wearing, their last location and any known physical characteristics. The recording will also give key information on how to contact authorities.

There’s an international manhunt to find an active-duty navy sailor who police say brutally murdered his pregnant wife. An arrest warrant has been issued for Eric A. Gilford, 31, for stabbing his wife and his unborn child to death. A bond was set at $3,000,000. I spoke with Investigator Todd Kubish from the Villa Park Police department, and he confirms the United States Marshal Service, Border Patrol and an entity of Homeland Security are all involved in tracking this dangerous suspect.
Kubish says on Wednesday, May 26, 2010, Gilford tracked down his wife at another man’s home in Villa Park. She was inside the apartment with her 4-year-old daughter, Gracie May. The man was not home at the time. An argument ensued, and Kubish says Gilford allegedly stabbed his wife repeatedly and fled the scene. The child ran upstairs to get help for her mother, but by the time police arrived, Gilford was gone.
Kubish told me Kristine Gilford was 5-months pregnant and alive when help arrived on the scene, but later died in surgery while at the hospital. Thankfully, her daughter was not harmed, though she had to watch her mother die on her 4th birthday. Apparently Gilford and Kristine were married only a few months ago, and there have been domestic issues in the past when police had to respond to their home.
“An arrest warrant has been issued for Eric A Gilford for the murder of his wife and unborn child. Eric is charged with (1) count of First Degree Murder and (1) count of Intentional Homicide of an Unborn Child. Bond was set today at $3,000,000.”

An argument ensued, and Kubish says Gilford allegedly stabbed his wife repeatedly and fled the scene. The child ran upstairs to get help for her mother, but by the time police arrived, Gilford was gone.
A three month old baby, who was allegedly thrown by her father off a parkway bridge, may have been found over the weekend. New Jersey State Police say they are waiting to positively identify the remains, but the body appears to be that of Zara Malani-Lin Abdur-Raheem. This information is based on the clothing and wrappings found on the child.
Investigators say Shamsid-Din Abdur-Raheem, the baby’s father, allegedly snatched the child from her grandmother’s home on February 16, 2010 and threw her off the bridge. Reports indicate Abdur-Raheem tried to strike the grandmother with a minivan after choking her when she tried to stop the abduction. The child’s mother was working on a temporary restraining order against Abdur-Raheem before the baby was killed.
Abdur-Raheem is currently being held on a $2 million bail, and pleaded not guilty last month.
Great news to report as we launch into the weekend. Investigators say Brett Smith who has been missing since Monday, was found alive a short time ago. The Aiken County Sheriff’s office said Brett was walking down the side of the road when he was spotted. We don’t know where Brett has been for the last five days, or how he got to that part of town, but investigators are working to put the pieces together. I spoke with Investigator Mack earlier this week from Richland County, and she told me Brett went missing earlier this week when he was riding his bike in the Magnolia Hall neighborhood. His bicycle was found at a nearby McDonald’s, but there was no trace of the 12-year-old. An Amber Alert was not issued at the time because it did not meet state requirements, but investigators all along have treated his case with care and importance. Great work to all who helped find this child.
