The FBI is launching a new digital campaign and website today to help generate leads on a suspect named the “East Coast Rapist.” Agents say the suspect is a serial offender who has attacked women up and down the east coast over the last 15 years; the attacks are linked through DNA. Digital billboard with information will now appearing in Delaware, New York, Rhode Island, Maryland, Connecticut, Virginia and New Jersey.
Authorities say the first attacked occurred in February 1997 when a suspect approached a 25-year-old woman as she walked home. The man allegedly pulled out a gun and forced the victim into a nearby wooded area where he raped her. The FBI says since then, 17 other attacks total or attempted attacks have occurred.
The victims have been black, white and Hispanic and are usually approached outside as they walk. The suspect is described as black male who often wears a black mask or hooded sweatshirt. In some cases, he has been known to ask for money, but the FBI does not think that is his motive because usually after the assaults, no money has ever been taken.
It’s taken 26 years for one victim in Montgomery County, Maryland to get justice for her case. Detectives announced they’ve made an arrest in a rape that occurred all the way back in 1984.
Authorities say on October 13, 1984, a female was walking home from Montgomery Mall near Democracy Boulevard and Old Georgetown Road. I know this area well because this is a mall I frequent. The victim was approached by an unknown suspect and in the blink of an eye he started to beat and rape her before fleeing the scene. Thankfully a motorist stopped to assist the victim and call police.
For all these years the case was unsolved; that is until April 2010. According to a press release, detectives from the Cold Case Unit re-opened the case and physical evidence was submitted for forensic examination. “Based on the analysis, a DNA profile was obtained and uploaded into the CODIS database. Once the profile was uploaded, a match was obtained and a suspect was identified,” said authorities.
A disturbing case continues to be on the hearts and minds of parents in Phoenix, Arizona where the FBI is on the hunt for a pediatrician who is accused of distributing child pornography. Dr. Emilio Luna, 40, was arrested in September when a federal grand jury brought down a five-count indictment against him.
According to the FBI’s website, “Dr. Luna, a Phoenix pediatrician, came to the attention of law enforcement when thousands of files from suspected child pornography were shared from his computer in a public peer-to-peer file sharing system. He was arrested on Wednesday, September 1 by federal agents. Following a detention hearing a few days later, he was released by order of the court, and is forbidden to have access to the Internet or children while under supervision of U.S. Pre-Trial Services.”
A few weeks after he was arrested agents say Luna cut off his ankle monitoring device and fled. He had permission to attend church services, and his car was found later that night abandoned in a Glendale, Arizona parking lot.
The FBI’s Innocence Lost Initiative and the National Center for Missing and Exploited Children had a busy weekend rescuing children and taking down predators who were pimping kids out for money. Operation Cross Country V was a successful three day sweep saving 69 children who were victims and arresting 99 alleged predator pimps. According to a press release by the FBI, 885 others were arrested on state and local charges as well. In this sting the youngest child rescued was 12 and the oldest 17. I had the opportunity to meet with members of this specific team and the work they do for the children is stellar. The agents hearts and souls are in it for serving justice.
UPDATE:William Curl, was arrested over the weekend in Covington, Louisina and charged with first-degree murder, criminal sexual assault and arson. Investigators say he is the man responsible for the death of Northern Illinois University freshman Anitnette “Toni” Keller. Curl had his first court appearance this morning and pled not guilty. Currently, he is being held on a $5 million bond.
It appears this was a crime of opportunity, and there does not appear to be any initial connection between Curl and Toni. The victim’s body still has not been positively identified, but authorities classified the case as a homicide.
Jury selection will begin today in the Chandra Levy murder case. Ingmar Guandique, the man charged with killing Chandra, is on trial. Opening statements may be heard as early as this Thursday. The 28-year-old illegal alienfrom El Salvador pleaded not guilty to first-degree murder and other charges.
Guandique was already serving a ten-year sentence in California for attacks on two other women in Rock Creek Park. In 2002, Chandra’s remains were found in the same park where the attacks occured. Investigators believe Chandra was murdered on May 1, 2001. At the time of her death, Chandra was interning at the Federal Bureau of Prisons and was having an alleged affair with Congressman Gary Condit (D-Calif). Condit was never named a suspect.

Amber Dubois vanished as she walked to school in February 2009. Investigators did not think Amber was abducted, so the case was treated as a runaway early on. Earlier this year, Amber’s body was found in California because another young girl, Chelsea King, had vanished in the area. A convicted sex offender, John Albert Gardner, was linked to both of the cases and arrested. In April 2010 Gardner confessed to killing Amber and Chelsea, and he will remain behind bars for life.
This week Amber’s mom launched a new website, TEAM AMBER RESCUE. According to the site, its mission states:
“Team Amber Rescue was formed to train volunteers in the proper search and rescue techniques so missing children can be found as quickly as possible. It was founded by Carrie McGonigle in loving tribute to her murdered daughter, Amber Leeanne DuBois.
Reported missing, the police declined to issue an Amber Alert and maintained that she was likely a runaway although possibly she could have been abducted. Carrie knew her daughter was someone’s victim, and, praying that she was still alive, worked with family, friends and volunteers to find her with searches on foot, on horse, door to door, websites, mailers, posters, media, psychics, and, even knocking on doors of known sex offenders.
