All crimes against children make my stomach turn. There’s nothing worse than having an innocent child fall prey to a molester. Unfortunately, that seems to be the circumstances surrounding this next case. The FBI needs your help identifying this unknown man, whom they believe is preying on an innocent child. The images of the suspect were cut out to show to the public.
According to the FBI, on February 21, 2004 the agency began its Endangered Child Alert Program (ECAP), “a new and aggressive approach to identify unknown individuals involved in the sexual abuse of children and the production of child pornography.”
This system uses the media exposure to feature adults preying on children. You can check out all of the active cases at the FBI website.
According to Supervisory Special Agent Jason Pack with the FBI National Press office, “ECAP is intended to aggressively pursue and thwart individuals who would abuse or harm our nation’s children. Child Exploitation continues to be a significant problem. There is no work more important than protecting America’s children and freeing them from the cycle of victimization. Through our strategic partnerships with state and local law enforcement agencies, we are able to make a difference.”
This program is quite impressive. So far, the FBI has been able to charge more than 3,000 people, and has initiated 10,509 cases. The common goal is to keep these predators away from the children of our world.
According to the FBI [,] on February 19, 2009, “a federal grand jury in a United States District Court indicted this individual for transportation of child pornography in interstate and foreign commerce by means of computer and aiding and abetting.”
The first goal of the program is to try and identify the suspects from their website; if that’s not possible, then the suspects’ faces will be broadcast on television. The FBI says, “Innocent Images program obtained “John Doe” arrest warrants based solely on images acquired through undercover investigations.”
This unknown man is believed to be a roughly 210 to 250 pound white male with a dark beard, glasses, and curly brown hair.

LISTEN TO THE MAN’S VOICE
This is an audiotape link of this man named dubbed John Doe #17 by the FBI. He is allegedly talking to an unknown victim. Listen carefully — this is a transcript from the FBI: “That way we can see how the suit needs to fit you. See, if we take-if he takes those pictures [background voice] then he can see what the suit needs to look like. [Background noise] All right, let me put it over your head and you can put your arm… Now, remember this is his… Looks like it will be nice and cool in the summertime, though. No, I didn’t say we could go swimming. Swimming is-it’s too cold out. Well, more than I want to pay for it right now. I think that part goes in the front. I think it’s shorter than the other side, I think it goes in the front. [Background noise] Take ‘em off your feet and turn ‘em around. Try that and see how it works.”
